Created CODE_OF_CONDUCT.md adopting the Contributor Covenant v2.1, the de facto standard for open source projects. The file defines community standards, enforcement responsibilities, a four-step enforcement ladder (Correction → Warning → Temporary Ban → Permanent Ban), and provides conduct@xstreamroll.dev as the contact for reporting violations. This fulfills the commitment made in CONTRIBUTING.md to maintain a respectful, inclusive, and harassment-free environment. Closed#211
